I just noticed that the skill associated with a barber/hairdresser's work is missing from the list. I propose that it be added.
Novice (1-25)
The person has knowledge on how to perform a proper, clean shaving, including the basics of how to treat the skin before and afterwards so that the procedure is effective and not unpleasant. They are also capable of creating simple haircuts in a professional way, which in many cases isn't much more than being able to cut a straight hairline.
Competent (26-50)
A competent hairdresser has learned to create slightly more fancy hairstyles, and knows a wider array of them. He also knows something about substances affecting the hair, and if he is willing can tell you something about how to treat it when he's not around.
Expert (51-75)
Not only can an expert hairdresser bring almost any kind of hair in order again by treating it with the right substances, and form rather elaborate headdresses. He is also aware that his profession is about much more than just hair - that he can make the procedure actually pleasant by helping his customers to relax.
Master (76-100)
Being attended to by an expert barber is an experience. He knows a significant array of substances to be applied to skin and hair to protect and nourish them, and also how to make his customers relax during the treatment. He is capable of creating all kinds of hairstyles, often making the onlooker wonder how everything doesn't fall apart.
