This is literally just a bunch of sentence fragments I'm putting together. I don't expect anyone to read it or be interested by it, it just exists so I can check it every so often without having to save a notepad file on my computer.

Riverfall: Getting out of Syliras needs to be a blessing in disguise for this guy since he's always really hated the autocratic culture/laws there. He needs to discover this over a season or 2 along with rediscovering his interest in history/the Valterrian.
He doesn't act out on his own against major authority or speak up for strangers in any situation other than privately because he's normalized to himself the consequences that sort of thing would bring in Syliras.

Probably not a massive fan of Riverfall either due to its age/race hierarchy and the fact that he has to get a job, but it's definitely better than Syliras.

Character arc (next like 2 seasons ish): Needs to spend time/establish connections in Riverfall and find connections that give him books to read/help him get educated a bit.

At some point (maybe a season or 2 after the establishing connections/reading stuff) he should have to go to another city with more conventional laws that isn't tyrannical like Sylirias and get in trouble with the law. Things turn out well for him and the state loses the case, and he goes home realizing that not everything is like it is in Sylirias. Plus he gets some learnin' and skills there too. Before this point however it is important that he doesn't get in trouble with the law as doing so in Riverfall could easily change his arc as its form of justice is just as arbitrary as Syliras.

At some point down the line (we're talking like 6 seasons, just enough for him to build a base for himself in Riverfall+level up a bit and make that character arc mentioned above) there needs to be an event that brings Ali back to Syliras (maybe it's family oriented) so that he can note on his change and get into new conflicts that he wouldn't have gotten into earlier.
Because Syliras isn't Riverfall and because of his character arc having already taken place, Ali's conflicts with the law there get to be milked for all the crap they're worth instead of quickly turning out well for him. I can also bring up his feelings of bitterness for being kicked out there and have those be resolved.
Ali's lustful, but he's spectacularly bad at seduction.

Current Brief Character

Lustful, dislikes the law but is afraid to speak up to it, sympathetic towards others but not to the point of putting himself on the line, easygoing, not very devout. Doesn't think too hard about the consequences of his actions. Pretty lazy except when it comes to things he really likes.

Friends:
-A few acquaintances in Syliras, but otherwise none.

Family:
-Brother, who is a Syliran Knight who has managed to never have had to catch him, think's he's a screw up. Needless to say they're not too close.
-Mother loves him, is disappointed in him, and is the only person he feels he can freely talk to.

Planned Threads
(Spring and Summer 517)
-Arrive to Riverfall, set up connections, become familiar with the setting
-Find someone with books, etc.. that can help tutor him in history. He gains a skill and some books.

(Winter 517/518)
-Have him speak up against the law while travelling somewhere because something that happened reminded him of home and have it turn out curiously pleasant for him after he goes through the motions of court etc...

(Spring 518)
-Mom dies, he goes back to Syliras for her funeral, and is confronted by his younger brother who is angry that he got kicked out of the city and never came back to see her. Then Ali gets into trouble with a guard and his brother is forced to make the decision to help him escape again, and he ends up outside the gates again.

-Followup to the Syliras plotline in Spring 518 which once again involves his brother.
-Go to Zeltiva to pursue his study of the Valterrian.
