Pavi: Grassland Sign

If a PC was a mute and learned Pavi, could they communicate relatively easy with someone else who knows the language by only using signs? I know in the lore it said that typically the words were accompanied by the sign. And if not, is there some kind of Mizahar Sign Language other than Pavi?
