If my partner and I wish to have a storyteller create a random event in a thread of ours, do we drop the request in the Grading/Job request thread for our city? Or does it go somewhere else?

Sending a PM to your local Storyteller with the request usually works, unless there's a specific thread out there that mentions moderation requests in your domain.
