Do racial bonuses count towards the 30 point limit for new PCs?

Hello there :) Welcome!

Yes, Racial Bonuses count towards the 30 point limit in a single skill. So you might decide to do 20 SP and 10 RB in one of your PC's prominent skills to bring it to 30 in total.
