Can Ghost Touch?

Can Ghost Touch?

O-kay, so I'm curious. I know that when a ghost interacts with another race, they can not be touched through normal, physical means. However, can a ghost touch another ghost, even if they are both not Materialized? For example, can a ghost pat another ghost on the head?
