Family NPC questions.

Basically I want to use Garret's dad, uncle and mother in several flashbacks detailing his childhood, however being a newbie I am slightly unfamiliar with the rules regarding NPC usage.
Firstly, I think all three will be stationary NPC's, all three a purely for flashback purposes and none of them travel with Garret, but it says for stationary NPCs that

No transfer of income, possessions or skills to the PC


One of the main reasons I wish to do this is do build Garret's skills from younger age so his skill development makes a little more sense. But does this mean he can't learn from his father (Combat) or his uncle (Wilderness survival) at all?

Up to 50 skill points and no racial bonuses or special notability within the city


Garret's dad, I am hoping will be a low-ranking member of the Waveguard which I hope doesn't count as special notability, does it? And is it 50 skills points, full stop, no exceptions? I would appreciate for Garret's dad and uncle 10 or 20 more but if that is the case just ignore this.

Any help would be appreciated as this is quite an important topic regarding Garret's development. Thank you.

Fallon, I didn't thread because I was scared you would kill Garret, I know the rules perfectly. It was simply because I didn't like you, when I logged on and saw a bunch of veterans complaining that they couldImage not find threads and newbies should approach them because they are so much better us new people, I just thought one thing. What a bunch of cunts.

I think "transfer of skills" is more about them using their skills on your behalf, like, your father defending you from a wolf or something like that. As far as I know, teaching is allowed (though the effectiveness of that teaching might be limited based on the NPC's teaching skill. :P Basically, it probably wouldn't hurt to use them as a starting point for learning a few things, but the skill growth should be based on what your PC actually does.)

The 50 skills points is a hard limit unfortunately. The point of that and the thing about special notability is that NPCs should never take the spotlight from PCs. I'd say low-ranking member of the Waveguard would be okay. "Special notability" would be if a significant population knows their name.

Thanks very much, and kudos for replying so quickly. Glad to hear about the transfer of skills, I thought it might have been something like that but they way it was phrased, I just wasn't sure. And the my mind completely forgot about the teaching skill, it looks like I will have to be even more prudent with my skill points, got to get the right balance or just be more creative during threads to earn those extra points.
