After reading about inarta it said mix breeds are automatically placed as Dek, so would a mix breed dek be able to rise in rank, possibly to an Endal?

The Inarta are ranked by skill, not race really. Anyone can join their society but as long as they are skilled workers and can 'pull their weight'. The Eagles generally pick Inarta, but not always. Any craftsman can join the professional ranks and be paid as such in Wind Reach. Race, again, has no bearing really.
