I've struggled with procrastination all my life, although funnily enough I seem totally on the ball when it comes to doing things I really really love... like writing in Miz. I had to start putting an end to this, especially since I know the next few years of schooling are going to be super intensive, I can't let procrastination rule me for much longer. So I read about this really good idea, and I've been using it so far with much success (I'd say 75% of the time it keeps me from procrastinating). So what I did is made a short list of the things I have to do regularly but keep putting off (like studying, exercising, etc) and then made a list of the things I usually do while I'm avoiding those things (chatting on miz, writing stuff for miz, looking through deviantart for hours on end). So then I made a deal with myself: I do 1 hour of studying, and then I get 1 hour of Miz. You'd be suprised how much work I got done with studying AND miz. It made me feel good doing this because then I didn't constantly feel like I was behind on the stuff that is super important to me (my cities and characters and pic requests). Later I increased it to 2hr of studying earns 1hr miz. I don't go over 2 hours in one sitting because honestly I get bored and sluggish and unfocused for long periods of time, especially if the material is a snoozer.
Anyhow, saw your blog and had to say something cuz this has been such a huge struggle for me recently and I want to get a handle on it. This technique has helped me sooo much.
