That seems pretty big.
I hope you have a plan for starting out a bit smaller, since it would be small when it begins, assuming it is allowed.
Also, I would like to point out that the Ebonstryfe fight on behalf of the God of Chaos, which means they're bound to be very strong. Perhaps not the best people to pick a fight with off the bat. PCs would be at a high risk of death, especially trying to knock over the Mint in Syliras, which means your criminal organization would be battling the Syliran Knights, or pretty much the whole city.
I would be interested if I was a little more certain on how it would be set up, run, and what actions it would take in Mizahar, how it would work, and to what depth of criminal activity to it would dive.
Perhaps a group that dwells more in secrecy than open combat against well-known and powerful groups around the world. Like professional individuals that have particular skills or trades, thieves, locksmiths, blacksmiths, traitorous Syliran Knights, etc that would help each other out for their own personal and individual gain. Like a thief would purchase a spare key to the Miza Mint from the Locksmith/keysmith/whateversmith that made the key and lock to the Mint itself. In return for the key, the smith would obtain a large sum of mizas up front, and would never be suspected as an accomplice in the crime. Or, on a smaller level, a staged mugging and rescue attempt could happen, where both the mugger(s) and the rescuer(s) would be in cahoots, making a mock attack and get driven away, perhaps with the purse of item of interest, and the rescuers would appear to be heroes and have successfully driven the thieves away, thus ending the case (perhaps) for the criminals altogether.
If Ash'eny was to be in the group, he would do little unless he would gain something from it and was certain that leads wouldn't point towards him.
