Don't know anyone with that skill personally(though I'm new as well, so that is why) but I can definitely say you're in a good region for it. The Akalak traditionally have tattoo artists in Riverfall and there's even a holiday that makes a huge deal out of it. So Riverfall would probably be your best bet. I will do some more research on it and send you a PM with any extra info I find. Good luck! :)
