I haven't checked to see if you have a CS yet (but I am guessing not, judging by what you said), but if you want to run into Tim, you'll want to start out in or around Riverfall, as Timothy will be there for the foreseeable future. Personally, I'd like to get involved with a PC Akalak, it'd be an interesting dynamic for sure.
