Built high in the massive branches of Taldera's bloodwood forest, The Spires is a city crafted by the peaceful and scholarly Jamoura. Considered a haven for scholars and sages Mizahar-wide, The Spires is a mecca of philosophy and science that draws people from far and wide with its promise of deeper thinking and higher reasoning.

The Memorium, on the Government Petal, had to be reconstructed after it was destroyed during the Djed Storm of 512 AV. It is the main building where The Memory comes to meet. After the Djed storm, a mere 24 of the 46 Deacons survived, as well as Marn, the Deacon Supreme. Until the ranks of Deacon are filled once more, Marn is in charge during the crisis that is the aftermath of the storm. However, every fifth day the Memory meets to determine when Marn should return the power to the Memory.

The philosophy of the Memory has changed since the storm. Before, only the eldest, or heads of family would join. But during the Fog that followed the Storm, many of the eldest were taken by the feral nature. The youth, on the other hand, had taken charge and orchestrated the reclamation of the city and its inhabitants. So now, the Memory is looking to add several of the younger Jamoura to the Deacons, and thus will perpetuate a balance in the government of The Spires.

Every day ending in 5 or 0, the Memory comes to meet. Any issues needing discussed will be allowed to be spoken for, whether you are a Deacon, citizen, or visitor. There are never any interruptions, nor any limits on the length one may talk. Upon the finishing of a speech, the Deacons will consider the topic at hand. Others may present counter arguments if they wish, by giving a speech as well. However, debate isn't tolerated, and each speaker gets one chance to speak per issue per session. The Memorium is also where punishments for lesser crimes, not worthy of one of the Judgments are discussed and given out. All those accused of one of these lesser crimes are appointed an advocate to assist them, usually an assistant of a Deacon.

When not in session, the Memorium serves as a place to train and educate any who seek the knowledge held within. All of this is done free of charge, as Jamoura commonly hold the belief that as much knowledge should be shared as possible. The Deacons will commonly take on several students beneath them, showing no preference as to race or citizenship. Ignorance, as well as a desire to not further one's education of the world, are incredibly insulting to the culture.

Marn was the eldest Jamoura when Caiyha's blessing granted sentience to their kind. As The Spires went from nest to a true city, Marn had a hand in every aspect. He is known personally to every Jamoura, and is now the Deacon Supreme of the Memory. In times of emergency, he serves at the leader of the city, a fate that has only occurred twice in all history. When the Djed Storm of 512 AV struck, Marn's coat was turned a dazzling silvery white, but removing the visual aspect of his natural camouflage ability. Marn was rescued during the Reclamation, and after shrugging off the feral effects, he assumed leadership during the rebuilding of the city. He makes it a point to meet every citizen within his city, and spend time getting to know them. Spirians are his family, and he's the father of every single on of them.
