Defending and watching Zeltiva’s coast, Mathews Bay, and the narrow land-locked Mirahil Pass, are the indomitable Wave Guard. Zeltiva is one of the more enlightened cities in Mizahar, and thus does not have a standing army at the ready. In its stead, the Wave Guard acts much like a semi-trained civilian force, namely keeping a close eye on the coast and the bay, and preparing to deal with threats by sea, or the most prevalent crime that occur in the coves and creeks that run off the bay: smuggling. A smaller number of the Wave Guard are also stationed throughout the Mirahil pass, only intervening when they witness something dangerous heading into the city. Despite the lack of official entrance, and no gates into the city, the pass still acts as a corridor where threats can be quashed.
Wave Guard membership has little in the way of restrictions, provided the applicant is a mature member of Zeltivan society who cares about keeping the peace. They undergo a short physical test, involving swimming out to an outlying rock, and then they can officially don their azure garb. The Wave Guard also carry hefty circular shields, suitable for offence as much as defence. The shields bear the sigil of the Guard, a rising and cresting wave in multiple strands of blue.
The Wave Guard is officially under the Lord of Council’s jurisdiction, and thus use Maria’s resplendent offices as their Head Quarters. In actual fact, she has little to do with the Guard most of the time, and the members are simply Zeltivan locals who wish to do their ‘bit’ for the community, heading back to their homes after finishing their shift. In reality, they are more closely affiliated with the Sailor's Guild, who provide the Guard with small, lithe vessels to commandeer out into the bay. Despite the implication of volunteering, the Wave Guard are paid a regular wage akin to a usual town guard of 5 GM per day.
The Wave Guard is an institution of sorts. Their existence can be traced back to pre-Valterrian Zeltiva. Oftentimes, the city is a peaceful place, and the Guard exists in an almost ceremonial role. There are times when the Guard is called into battle however, for the safety of the city’s people. Bells are rung from various spires and towers to call them into action in times of crisis.
