The meetings were originally taking place at the homes of the families, but with the onset of the need for stricter laws and even a judiciary system a formal building was needed. This building is inside the inner city near the gates to the Temple grove and is probably the only structure in the inner city built like those in the outer city as it is part of a great Fire Beetle who's phosphorescence lights the inner city at night. The whole city takes care of this great beast and he would defend them should the need arise.
The Beetle lifts its wings to reveal the entry to the chambers which is covered in the chitin of the carapace. The walls here are an eerie orange red due to the natural colors of the beetle's glow and they wind toward a central cloister of creatures designed for sitting on and in. The primary one is a massive pill bug that serves as the table around which the Founding meets, it is surrounded by mantis-like creatures that serve as chairs.
The council is still as it has been since the beginning led by Marn who is the oldest Jamoura in the city. He can recall the day the Jamoura became what they are now and his word is usually honored due to his wisdom. However a majority vote of the other Alpha's can overrule him should the need for such opposition arise. In 500 years the wisdom of Marn has not been opposed yet. He also presides as judge at trials should any ever have to be had so far there has been no trials.
