One would naturally think they would not always see that way. The sun's light brings infrared rays, and thus it would be rather blinding if they always saw that way.
The activation would likely be spurred automatically by the luminance around the. i.e., when you enter a dark room/whatever, your eyes would become accustomed to it over time in a similar manner to the way they get accustomed to darkness in real life.
