Built into the cliffs overlooking the Suvan Sea, Riverfall resides on the edge of grasslands of Cyphrus where the Bluevein River plunges off the plain and cascades down to the inland sea below. Home of the Akalak, Riverfall is a self-supporting city populated by devoted warriors. [Riverfall Codex]

Makutsi’s Tower, like the goddess herself, is relatively informal, and requires no special knowledge to enter in order to speak to the High Priest. Much of the tower is empty space, which acolytes may use to practice raindancing. On all sides of the tower are windows, allowing a view of the sky from almost any room in the tower. The face of the tower is otherwise unornamented, and while the inside is comfortably decorated, ornamentation is largely donated by artistically-inclined acolytes.

The very top of the tower is a basin that collects rainwater, and is said to never go dry. Officially, the basin contains Riverfall’s emergency supply of water, in the unlikely event that the Bluevein go dry. From certain places at the top of the cliff, one may barely see into the basin, and rebellious schoolchildren occasionally attempt to pitch a stone into it from one of these high vantages. Despite schoolyard boasting, none have succeeded, and attempts are curtailed whenever they’re discovered by adults, due to the unfortunate souls these missed rocks may fall near. Around the tower’s basin is a ring where the high priest may perform rain dances himself.

Directly below the basin is the High Priest’s personal quarters. On the floor below that, various acolytes’ quarters, though often the acolytes themselves come and go. Below that are a few floors for dancing, then several empty floors, before arriving at the ground floor. The base of the tower extends deep into the cliff rock, into a natural upwelling from the plunge pool, allowing Charoda water-based access to the tower. In addition to Laviku’s Tower, Makutsi’s is one of the more popular stops in the city for visiting Charodae.

Since Riverfall is centered around the Bluevein, drought is never a concern, but the areas outside the city and furthest from the waterfall may need help in the driest days of summer. The High Priest and the High Stormwarden may combine their efforts in such times of need to draw divine attention to the city’s plight.

The youngest son of a family of Makutsi devotees, Kal grew up fanatically devoted and earned his first gnosis mark as a young boy as he raindanced passionately – though without effect – with his older siblings. Known to all as a peaceful, happy man, he carries about him a certainty that things will turn out okay. Even when faced with terrible events, his inner peace may waver for only a moment. He is present at every Riverfall festival, and is always a joy to be around.

He speaks of his family much less often since the Djed Storm of Spring 512AV. All three of his older brothers were out in the Sea of Grass during the chaos, and never returned. He remains optimistic that they were simply lost, but when pushed on the subject, and usually only under the duress of alcohol, he’ll admit that he mostly hopes they had a peaceful death.
