What actually ARE they ruins OF? Does anyone actually know? I've heard them mentioned a few times and Searched them as key words before, but there's little to no history/lore on them.

According to Azmere, who we can assume is a pretty good authority on this:

Saer Ruins is the remains of a pre-Valterrian tower that was probably owned by a mage.


I think that pretty much answers your question. I can't seem to find much else about them, apart from this rumour from Kenash:

Do you know of that fallen tower east of us? Well I heard just two seasons ago that a dark sky surrounded that tower and that people who ventured close to it were killed. It seems to be happening again! I hope no one is hurt!


Hopefully, there's something there you can find useful!
