Upon arriving at the ground floor of headquarters, Pulren found a few recruits standing around Lieutenant Severik, a well known standard of the Guard. Born to one of the oldest families associated with the Guard, he commanded respect with his mere presence. "Recruit Marsh, welcome. We were just going to discuss some important aspects of the Guard." Pulren's eyes brightened up and he saluted. "Yes, Lieutenant!" With a nod and a smile, he led the group toward the backroom of the ground floor.

Stopping before the door, Severik turned to the group. "Behind me is the room where many of the records and files reside of criminal activities within our jurisdiction. I can't allow entry at this time, but it is something worth speaking of." He smiled and perused the faces of the recruits before clearing his throat and continuing. "As the Guard is funded primarily by the Sailor's Guild, their codes and laws are our codes and laws. The University has its own justice system, as does the Lord of Council. Your focus will be on the Sailor's Guild as their laws are our laws. Got it?" The group followed with a resounding, "Yes, Sir!"

Nodding, Severik continued. "There are three punishments for crimes in Zeltiva, according to the Guild. Fines, exile and execution. The majority of crimes face fines. Only first degree murder and treason warrant execution. There are some things that have no punishment at all. Any guesses as to what those may be? Mind you, they are only seen as crimes by those of high morals at all." He looked at the group and waited for some answers.

The recruits seemed to chew at their lips all together, none wishing to be the one who looked dumb. One chimed in, "Prostitutes?", to which Severik cleared his throat and nodded. "Indeed, indeed. A quite profitable service for those who need companionship. Also," Severik's voice came down to a hush and the recruits all bent in to hear a great secret."....A fine place to seek out information. Most criminals can hide all they like, but the whores know where they've been." Standing rigid again, the group nodded and snickered.

Pulren thought about it and the only thing he could think of was being smashed. "Being smashed, Sir? I mean, not in your home or the Kelp Bar, but just like in the University grounds." the others chuckled and Pulren wasn't sure if he should join in until the superior officer had. With a grin, Severik added, "Aye, Marsh. Public intoxication is what it is officially known as. The others are child abandonment, embezzlement, homicide and stalking. Orphans abound, as I am sure we have all seen, especially after the Spring Storms of 512. Embezzlement is the act of an employee stealing the funds of his or her employer. that sort of thing generally works itself out. Homicide is like murder, though it wasn't planned out. Stalking means when overzealous suitors go peepin' on their hopeful lovers."

Pulren nodded and listened, waiting for a pause before asking a question. When acknowledged, he piped up. "Sir, say in the case of homicide, how are we to know if the killing was an accident or not?" Severik nodded and firmly clasped his hand on Pulren's shoulder, his strength apparent inside the uniform. "Excellent question, Marsh. Easy answer is you don't worry over it. Guardsmen should primarily keep the peace and escort any suspect here to the brig for further questioning. A Sergeant can fill you in on the ins and outs of interrogation and investigation." The group began to walk again until they arrived at the front doors of the headquarters.

Severik turned and surmised his charges. "This also leads to another important point. It is up to the leadership to dispense justice as well as collect fines. Over time, you may very well learn the general fines for general crimes, but you must still bring the suspect here for quick justice. Never try to collect on your own. If you see another attempting this, report it to your higher ranked officers. We must have a sense of order around here. There are several hundred guardsmen out there and we need them all on the same page. Understood?" Pulren and the rest shouted out in unison, "Yes , Sir!"
