Familiarizing?

I would like my character to be bound to a Familiar, but I'm wondering the regulations of such a transaction. Can I control my familiar, or does it need to be a different player completely? Can I start out with a Familiar? If not, how do I acquire one?

A Familiar must be acquired in character in a modded thread, check with your local storyteller to see if he/she is free to do so. All other questions are expounded on in the description. I suggest reading through it all before beginning your search for a Familiar.
