It requires more than just a glance and a tap of a cane. You have to talk to your target, look into their eyes. Hypnotism comes from words and body language most of all. Also, I'm not even certain if hypnotism could kill even at high levels, but most certainly not at low levels. Notes: This thread amused me, even if it was cut short. Good work, and keep writing!
