IC wise, attacking the Street Rat would obviously cause him to run away and your skills aren't simply enough to catch him, he's street-wise and knew about various distraction tactics. Also, pushing the thread further would make it pointless as the Rat won't show up anytime soon to you. I hope this explains it.
