The Lord of Council's Office was an elegant building of burnished granite. It was located in the heart of the Old Quarter, and indeed, was one of the oldest structures there. It had been standing for centuries even before the Valterrian, and had originally been the home of the ranking admiral in the Royal Navy of Alahea. When Zeltiva began to reemerge from the destruction of the Valterrian, the building had been repurposed as the official residence and offices of the Lord of Council, ostensibly the political leader of the city.

In reality, the Lord of Council was largely a ceremonial leader. Practical power in the city was held by two groups, the University of Zeltiva Board of Regents, and the Administrative Committee of the Sailors' Guild. To attempt to go against either one was impossible, and so it was an open secret that the Lord of Council simply rubber-stamped their decisions.

But even figureheads need office space -- especially given that all real estate transactions were technically funneled through the Lord of Council -- and these were some of the best in Zeltiva. Upon entering, visitors would be greeted by an elaborate reception area. The hardwood chairs had red velvet cushions, lavish rugs lay on a cherrywood floor, and polished brass lamps that imparted a soft yellow light. A desk, made of the same cherry as the floor, stood in the exact center of the room. It was elegant indeed, but it didn't belong to the Lord of Council; rather, it was assigned to the secretary.

The nameplate on the secretary's desk read Tranaris Johnson. The name belonged to a corpulent man, perhaps in his late 50s, with a receding hairline and a prominent jaw. He seemed to be perpetually writing something down or frowning at a document, but he looked up promptly whenever he heard the door open.

"Welcome to the Lord of Council's office. How may we help you today?" Upon receiving the inquiry of the citizen he would then hand them the appropriate paperwork instructing it to be returned when completed.

Bio: A rotund man with a very businesslike demeanor. Tranaris Johnson has served as the keeper of the Lord of Council’s office for well over two decades. There is very little that goes on in the city that he is unaware of. A man who is content with his role in Zeltiva, Tranaris strives to do only one thing and that is to preserve the honor and integrity of the Lord’s Office. Which is a stance that is open to interpretation really. It is well known that Seneschal Johnson is a very connected individual and though he has had the opportunity to assume the role of Lord of Council himself he shows absolutely no interest in doing so.

Bio- Ulrich has been practicing Zeltivan Law for near thirty years. He is an old political cat who has skittered by on the skin of his teeth more times than he can count. He is a man with numerous connections but his reach as far as Zeltivan politics go is rather limited. He is a man who once hoped to implement change for the better when it came to the practice of law in the bureaucratic city but those hopes have been dashed with his many court battles involving rigged cases, back door deals, lack of influence and many cards stacked against him. He takes moderate cases these days, proceedings he never has much difficulty winning because they’re of little importance.

Housing Application


Zeltiva is a landlocked city. New buildings are exceptionally rare to find and any open real estate is likely owned privately by wealthy citizens. All other land and buildings are technically the property of the city itself. More often than not residents do not actually own the structures or land they occupy. As such all citizens seeking to move into better living quarters, acquire a building for their business etc. must inquire with the Lord of Council's Office.

Loan Application


Citizens seeking to start a business venture but who do not possess the funds themselves are welcome to inquire with the Lord of Council's Office. Zeltiva is a wealthy city and is happy to support budding entrepaneurs. All debt incurred with the city must be paid back before players are allowed to leave the city for any length of time. Leaving Zeltiva before the debt is repaid will result in the seizing and closure of the business. All assets will be sold and should the player be apprehended they will face punitive action from Zeltivan authorities. Which, depending on where the money came from, could range from mild to severe.

Applicants should be advised that in order to acquire the real estate for their business they must include a separate Housing Application as well.

Alarin nodded respectfully, as much as he could, while biting his teeth at the form. What madness was this? Who needed paper to know where they could work? Apparently these city dwellers. Strangely enough. Svefrans certainly didn't. But he took it regardless, and strode back out to find a quill and ink.

Once he found one, he filled it out quickly, and with an elegant flourish. Hardly something to be greatly proud of. Everyone started somewhere. Hardly how he wished to be known though. A simple harper. One of undoubtedly many. Hardly anything special.

He waited to let it dry, then returned to the office, handing it to the man.

"Here you are, sir."

Tranaris looked up from the parchment in front of him as Alarin returned the forms to his desk. He considered the information written upon the document before giving an affirmative nod. Placing the form in the center of his desk he quickly penned his signature down at the bottom then accompanied it with a wax seal. Once that was finished he grabbed another sheet of parchment upon which he wrote a simple statement.

"Let it be known that by the authority of the Lord in residence who presides over Zeltiva's auspicious Council, that the holder of this licenses is permitted to freely perform, practice or otherwise entertain of his own to earn wages on his skill and merit."

Again he penned his signature at the bottom and completed it with a wax seal. With a smile he handed the slip of paper to Alarin.

"You are all settled, sir. Do have a good day!"

Crux admired the granite building as he walked up its steps, it was an old building that much was apparent. You could tell some time had been put into restoring its old glory, but this wasn't the time to admire the beauty of this old elegant building ;he was here to get a job. Crux placed his hand against the door feeling the warmth of the noon sun on the wood. He reached for the door knob with the other hand and pushed down on the latch. Placing pressure behind his hand on the wood door he opened the door, the door creaking as he walked into the huge lobby only to be greeted by the deep almost programmed sounding voice of an older man sitting behind a desk labeled Tranaris Johnson.

Crux walked up to the desk looking around at the architectural structure of the building and the hardwood chairs with velvet cushions that seemed to be occupied by a couple people with packets of paperwork. If he had to guess he would assume they were here for some kind of loan. The man that had asked him what he had needed help with had went back to stamping papers. Tranaris waited almost seeming annoyed when he reached the desk that it took him so long to arrive.

"I was hoping you could help me find a job...Mr. Johnson" Crux politely asked the older gentleman only to receive a piece of paper with a few blanks and a short reply. "Fill this out and return it."

Crux took the form and walked over to a desk with ink and quill. He dipped the quill in the ink and brought the sharp end against the rough parchment scribbling out the information the form asked for before he cleaned the quill and deposited in a jar with other quills.

He then again began to admire the structure and faces of the people in the room as the ink dried and became one with the parchment. Crux couldn't help but notice the nervous jittery behavior of one of the people gripping his packet as though his life depended on those pieces of paper, the mans foot tapped on the floor echoing through the quiet lobby. The other man set more calmly and relaxed almost as if he knew he was going to be accepted or had done this more then once, maybe he wasn't getting a loan. Crux glanced back over at his form and noticed the ink had infused with the paper, finally maybe he would get his choice job. He knew that all depended on how this man's mood, so with a friendly smile he picked up his form, taking on the guise of confidence he took almost planned steps toward the desk and placed the form on the mans desk.

Crux gave the man one last smile before he walked over to the hardwood velvet cushioned chair setting down next to the relaxed man. Throwing the man a friendly smile and nod before adjusting his glasses and setting back against his seat. Crux couldn't help but love how soft these chair's were, he had to acquire some chairs of this quality for his dorm. If he got accepted that was, he had heard they were not accepting new students in the College of Djed. If he did get denied he would have to look into a few classes of architecture this building's construction was a labor of love and art.

Hmm…” Tranaris accepted the form quietly giving a nod as he finished reviewing another sheet of parchment. He set Crux’s form down on top of a pile of paperwork that had yet to receive his attention. After a few minutes filled with directing other citizens to the proper offices or authorities he picked up Crux’s application. Raising a hand he signaled the young man to approach the desk.

Mr…” Tranaris scanned the form. “…Crux, is it?

The portly man gave Crux a once over studying him carefully. He set the paperwork down folding his hands over the parchment.

I am afraid there is no work to be had in Zeltiva for your particular skills.” He paused midway through the sentence as if even inviting the idea of magic into the conversation was distasteful. Nevertheless he gave Crux a reserved smile that thinned his lips.

However, you are more than welcome to take up a profession as a Clerk for either the City or the University. Which would you prefer or would you like to pursue another avenue of employment?

Crux rose from his chair when his name was called, he knew by the mans tone and the way he looked at him. That the man didn't like Crux, he felt his heart sink a little bit when he heard the city had no need for mages. He figured this was a high possibility but he had hopes none the less.

The older gentlemen didn't leave him jobless, he had offered him a position as a clerk for the city or university. He knew he'd rather work for the university then the city so his choice was clear.


"I would like a job with the university sir"
He said giving a polite smile.

Tranaris gave Crux a slight nod. He picked up a quill pen dipping it into an inkwell. Grabbing a piece of parchment he quickly penned a few sentences on the sheet of parchment. When he was finished writing he took a pinch of sandy dust then sprinkled it over the ink. After waiting a few moments he then blew the excess off the parchment. Placing a wax seal at the bottom of the page he folded it up then handed it to Crux.

There you are, Sir. Give that to the Registrar of the University. They will get you situated as a Clerk of the College of Scholars.” With that Tranaris gave Crux a nod and a wave of his hand in dismissal.

slipped into the Lord of Council's office as quietly as he could. He brushed a feather out of his hair and grinned to himself. Time to get back on my feet! He had been thinking all morning. With the turning of the season had also come a change of heart, Wind Reach could wait. "Besides, I doubt they'd accept a squatter like me, too poor to afford a meal." He muttered darkly. Perhaps his straits weren't as dire as he made them out to be, but Seran could feel his coin purse getting lighter and he would have no hope of finding his father if he didn't start earning a steady income. And so, the falcon had made up his mind to do the only thing he had been taught how to do. He began to walk down towards the desk at the end of the hall.

The reception office itself felt warm and familiar, even though this was the first time that Seran had set foot here. His nose wrinkled slightly with the musty smells that wafted through the place as he disturbed the air. It was like wading through a long-abandoned ship's hull, looking for any relics that may have still lain in the dust. Or at least, that was what he imagined, as it was quite plain to see that the building was old. Most structures in Zeltiva were. Sometimes Seran was slightly bothered by that observation. He was so new to everything around him and hardly a day went by without him learning or experiencing something new. Buildings like the Lord of Council's Office though, had stood for hundreds of years at least. They were eternal, unending, almost awesome in their sheer age.


"Welcome to the Lord of Council's office. How may we help you today?" Seran stopped short of almost falling onto the desk, his thoughts all falling to the back of his mind. A man- Tranaris, if his nameplate was accurate -was seated before him, staring at him expectantly. Seran took a quick breath in, and stood up straighter. "My name is Seran, and I've come to apply for a job...Mr. Tranaris, sir." He'd added the last part almost as an afterthought, his formal skills lacking. Wonder who I've got to blame for that? He thought cheekily of his father scarfing down many meals of cooked fish and nearly inhaling his pints of ale. He was still thinking when he saw a shape in the corner of his eye. "Oh, sorry Mr. Tranaris," he apologized and took the papers that had been offered. He hoped he wasn't being rude, but he plucked a bottle of ink and a quill from off of the secretary's desk and stepped off to the side, slapping down his forms and writing equipment on a little side table.

Seran bit his lip, trying to estimate whether his writing was legible. He was sort of out of practice, what with living in the mountains and being a self-proclaimed "Quillchewer". He actually uttered a silent oath; he was certainly living up to his name! He took the end of the quill from his lips and wiped it off as best as he could. Sheepishly, he skipped back over and placed the ink and quill back on Tranaris's desk gently. He held out his forms and looked down, shielding his eyes behind his shaggy hair.

Tranaris regarded Seran for a moment as he accepted the inkwell back from the young man. He waved off the chewed quill offering up a half-hearted smile.

"Keep it." Picking up another quill the steward of the Office read over the document in front of him with a pensive look before giving a nod. He glanced up at Seran one more time before dipping his quill pen into a different inkwell and scrawling his signature at the bottom of the form. He added a wax seal then set the form aside. With that done he retrieved another piece of parchment and quietly wrote out a detailed set of instructions. Again he signed the paper adding a seal to it before folding it up and placing it in an envelope. He handed it to Seran.

"Take that to Ms. Kendrick at the Docks. She will see to it that you are put to work properly." With that Tranaris gave Seran a nod returning to his seemingly never ending pile of paperwork.

Bianca White strode into the room, her mind fluttering with purpose. The Lord of Council's reception room was, in a few words, one of the better looking offices in the city of Zeltiva. There was reason to that; while Lord of Council was mainly ceremonial, it was still ceremonial, and there was no ceremony without lavish decorations behind it. She ignored the office after less than a cursory glance, however. Her hair was pulled back into a braid, and she was dressed as per usual - as nice as she could afford.

She stopped in front of the Seneschal's desk, a smile on her lips. Seneschal Tranaris Johnson She was, in no small amount, excited. "Seneschal. May I have a job application, please?" He handed her the slip of parchment, a quill, and a small container of ink, halfway full. Bianca found herself stooping over the desk, filling out the application on the corner, not bothering to move herself to a more comfortable position. Her handwriting was neat and legible, though signs of quick writing was evident.
