Seriously though, I've been wondering about the Inclement Weather. There's no prices on there. Does that mean they get paid by the city just like everyone else and that the drinks are free?

Also Turrin, if you buy drugs, do give Dru some Love Dust. It will patch up your relationship in no time

I doubt Turrin would give his childhood friend drugs. He respects her to much. However, he won't stop her if she decides to try some. Honestly, he doesn't like the majority of his caste accept for War Hawks and a handful of others.
