Basic weapons can be purchased at the General Store If it's something more exotic it's unlikely you'll find it in Zeltiva unless Raleaph has something unusual in at the Treasures of the Sea.

The Kelvic write up has been amended and, frankly, vastly improved. For those of you that play Kelvics in Zeltiva you must read this write up and adhere to the race as it is respecified, active immediately.
