Semantically speaking, the English Language defines "sex" as your biological make-up, what bits and pieces you have. For the majority of sexual beings (of which a Pycon is one), you are endowed with a specific set of procreation apparatus and genes, and you shouldn't have both or neither. Gender, however, is a personal identity, an abstract concept in modern discourse.
In lay terms, there is no difference, but for the purposes of RP, I suppose it possible to have a fluctuating gender... assuming the bits and bobs down below stay the same.
Then again.. the fact that Pycons can morph... an interesting question..
