My mother's worked for just about every large cell phone company in the US at some time or another, so I've gotten to hear about a lot of instances just like the Netflix example.
The biggest personal experience I've had with the whole principle is probably with the local theatre in my town. My freshman year of highschool the directors there would come and teach drama classes throughout the year doing everything from character creation and development to improv and panta-miming to taking two weeks to listen to Les Miserables.
My last two years though, they only came for auditions for a couple shows and we'd barely have time to rehearse, then the show, and drama was over. It sucked because that "original" class who'd gotten all of that teaching and training has since completely left, leaving a small group of kids who know little to nothing about acting and likely won't get much of a chance to learn.
The theaters just gotten a lot busier with bigger more frequent gigs, and since you don't exactly get much profit from a highschool play... As much as I'd like to hope they want to focus on spreading the art through the city and the youth there's just a lot more money to be made by investing time in people like comedians or professionals who will bring in a bigger crowd.
Speaking of which I should be leaving right now to go play assistant director... >.>
