Yes, traditionally the rules were set by individual captains, but it was not unheard of for multiple captains working together to forge a common set of rules. Such is the case here, only it is on the scale of all captains.

The matter at hand here is that one it is easier for us as mods to control, two the captains more or less work together in the suvan and finally that this is not real life and I make the rules
