In regards to jails, crime, and punishment, I asked about this to a blue name before I started here and they said...

Historically (dunno about currently) Lhavit executed a lot of people who broke their laws. That's why the Shinya are so badass. You kill someone, prepare for death yourself. Lhavit is tough on crimes, easy on first offenders with 'harmless petty things' (stealing, brawling, etc) although they get a lot of the work duty required to be preformed for the city was always something utterly unpleasant and required to be threaded out.

I think that all depends on what you steal and why, don't you? If your hungry and steal bread that's certainly different than being greedy and stealing diamonds.
