To expand on Brandon; this issue came up in Chat once, with Elysium and Julius Starr (if memory serves) . Essentially, her vision was that Lhavit, as a generally liberal and easygoing place, tries not to hold people for a second longer than necessary.
Thus, with the cooperation of the Seiza judiciary, trial dates are set as close to the incarceration date as possible so that most people spend a few days, at most, in the cells before they are called to judgement in the Twuele's courts.
As such things go, the cells are fairly comfortable - just secure.
Of course, Kismet may wish to change this or put it on a more official footing; it's not in the locations or anything, so is definitely open to alteration!
